Why Is Education Important?

As an owner or operator, you have an important stake in the management of fluids and the efficiency of your water treatment, separation and filtration systems for these fluids. In addition to preserving the environment, conscientious management of treated fluids and treatment systems has significant impact on your business. Neglecting this key operational issue can have serious ramifications for your operations, your environment and even your own personal liability.

There is a worldwide regulatory movement to protect our waters. International efforts to prevent oily water discharge are working to protect our planet from damage. The International Convention for the Prevention of Pollution from Ships (MARPOL) was established by the International Maritime Organization (IMO) in 1954. Over the years, the IMO has propagated increasing restrictive regulations regarding the overboard discharge of bilge water. In 2005, the IMO instituted MEPC.107(49) for ships over 400 GT, setting the permissible oil content in discharge bilge fluid to less than 15ppm for free and emulsified oil. Regulations for other wastewater (slop water, deck drain fluids, produced water) of offshore vessels and platforms vary from 100ppm to 15ppm of oil content in water depending upon regional or coastal authority, and generally require that the discharge be 40ppm or less of oil content on average. The World Health Organization (WHO) has established requirements for potable drinking water. Water intended for consumption must be free of chemicals and micro-organisms in amounts which would provide a hazard, as well as be aesthetically attractive, free of turbidity, color, and disagreeable taste and smell.

In addition to the varying and complex regulations, there are a variety of technologies available in the market to treat overboard water discharge and to produce fresh water. Understanding these technologies will assist you in evaluating and selecting the proper technology that is effective, efficient, economical to operate and minimizes your exposure to risk.
